Assuming you are playing some kind of Teutonic trick and it really is one of those, I would go with North Korea based on the complete lack of traffic on the streets demonstrating almost no commerce occurring.

I'll say south, I would expect a planned economy to have straighter roads
The real question is are those buildings condos or projects. Huge difference
