Well, I've been giving this some thought lately.
It's because the media they consume shows them that success is within their grasp. They all believe that they can be sports stars, rap stars, etc, because they can relate to the black people who do it. This is by design.
And then you get the back stories of these people - which is, effectively, a behaviour map to financial success, which we of course all rationally want.
Get a face tattoo! Wear these clothes! Commit crimes! This is the path to financial success as they see it. And it's by design. When you see black people who are portrayed as super successful, they're never speaking eloquently or wearing suits non-ironically.

IQ in adulthood has a heritability of about 0.8 according to mainstream science. That alone would account for all other variables which express disparities between whites and blacks--likelihood to have children out of wedlock, likelihood to commit violent crime, standardized test performance, etc. Now consider that there are other biological factors, including temperament and predisposition to behavior regardless of IQ, and environment apparently plays a major role (if 0.8 is accurate) and that our system constantly tells these people that they're oppressed and that their failings are on account of racism rather than inherent differences in ability.
All policies which affect people negatively have disparate impact on blacks because blacks are biologically different from whites. Likewise, whites are biologically different from Asians. You can clearly see this hierarchy emerge in virtually every set of available data today.
We had much greater equality in the past because we did not have the policies in place that today do nothing but cause blacks as a population group to regress in every meaningful sense. In fact, William Shockley proposed even back in the 70's (!) that US policy is dysgenic for blacks in the US.
