The officers didn't do anything wrong. An emotionally unstable individual was wielding a gun and refusing to put it down. It could've been trained on the officers in an instant.
They shot her 11 times because it's standard practice in the US, when you use your fire arm as a cop, to EMPTY the fucking round into your target. This is because a bullet is not a magical object. You can't guarantee that it has killed, or even stopped, the person you are shooting at. There was one cop who had to shoot an armed man 4 times in the chest, just barely missing his heart each time. The man dropped, and he thought he was dead, so he reached across his chest to call for backup. In that instant, the man lifted his arm up and shot him once, directly in the heart. That man is now in jail for life, and the cop is now in a hole in the ground.
What the family is going through is heartbreaking, but the cops didn't put themselves in that situation.
As for the 2nd amendment right to keep and bare arms, I'm sorry. I don't feel the need to fill in my inground pool on the offchance that some asshole's autistic brat is going to break into my backyard and drown in it, and I don't feel the need to vote away a right that my country was built on in order to keep someone's poorly-raised, suburbanite martyr from eating a dose of lead.

My father's been a prosecutor all of his life, I've talked about this with him quite a bit. He has never ONCE presumed that, simply because the legal definition for mentally insane is necessary in convicting unstable people, that it somehow overrides or is more legitimate of a TRUE definition of mental illness than those posited by biologists.
Because brain behaviour and actions influenced by mental illness are biological concerns, not legal concerns. Sometimes it crosses over into the realm of the law, but you're a fool if you think lawyers know more about biology than biologists do.
