With all due respect, I would like to know what do I have to set at lightroom to export a photo with high quality but with a small size.

Set the jpg quality setting to 75. See http://regex.info/blog/lightroom-goodies/jpeg-quality
Under Image Sizing, have it resize to fit 1000x1000. This will make sure the largest side is no more than 1000px.
You can set the output sharpening to Screen and Low, if you think it helps.
