If you state doesn't require front plates (or you just don't give a fuck and deal with the occasional citation), then you can just leave the cover on. If you live in a front plate state like most people, then it's nice to have a place specifically designed for front plates integrated into the bumper instead of tacky plastic plate holder that requires holes to be drilled into the body of your car.

Mine has never come off. And I have no intention of putting a plate there. The no plate and no visible headlights during sun hours really helps keep the front looking clean.
