I think with the "he deserves to be on stage" and the "Absolutely [she should have one]" he's pretty much implying that the grammy's are supposed to be a big exciting thing with the world's biggest celebrities. Beck probably felt a little out of place, and he's acknowledging that he doesn't really fit into the wacky TV grandeur that the grammys portray.
