No, because most tribes and other nations were too far away to care, and it was too difficult and not in any way worthwhile or profitable to invade them.
Rome reached critical mass, and could not annex or impose it's will Persia, or the Germanic and Balto-Slavic tribes. Not to mention India and especially that far away superpower, China.
