Why is gambling illegal and why is it that only the natives are allowed to make business of it?

Because in order to turn a profit gambling relies on the philosophy that "the house always wins", and because of that all gambling really does is suck money out of addicts in the lower classes and into the gambling businesses. It's disastrous economically since it's essentially just free money with nothing actually being produced. So governments banned the practice.
Natives are allowed to because states aren't permitted to regulate activities within reservations.

I never understood why people get puritanical about gambling.
It doesn't seem any different from any other vice, alcohol, tobacco, etc.

Well, to my understanding addicts don't exactly "choose" to lose their money. It's an addiction and they can't help but to keep playing. The mentality of "winning back" your losses is what keeps them playing. Eventually they will be penniless and only after that realization will they be able to stop.
