I decided to clean out my xbox 360 because ive been having issues. I opened the dvd and noticed this. Is the glue supposed to go that far out?

IIRC, that's the controller for the DVD drive, and at some point people started making chips that intercepted and injected signals that allowed using burned disks, so they just started slathering epoxy over the pins to discourage people from easily chipping their consoles.
you can of course remove all that shit, but it's daunting and error prone enough that a lot of would-be modders don't try.
