This is a case where protecting yourself outranks any friendship or loyalty.
Warn him that if he doesn't quit, you're going to lock him out. And do it.
Don't enable or anger him, and don't join him.
BUT... you do not have the right to lock somebody out of their own room.
You cut addicts out of your life as best you can, and let them back in when they're clean.

All these posts are truth, OP. While you don't have the right to lock him out of his own room as long as he's paying rent, you need to get yourself out of that situation ASAP. Your shit will be stolen and pawned off. Get yourself one of those rent-a-garage things and store anything you absolutely don't want stolen in there, keep the rest of your stuff in your room.
Keep in mind, you have time...only as long as he has disposable income, he won't go after your shit. But once he needs his next hit and is out of money, you're screwed. Make sure if you both pay the rent, he pays his half. In other words, don't have yourself be liable for 100% of it, and have him pay you - have both of you independently pay the landlord each month. That way, you can't be held liable for rent, and your landlord can independently evict your roommate. He'll probably end up moving you to a smaller apartment, but you'll still have a roof over your head.
