Depends. Stuff like herpes and hpv you can catch just if the surface of your skin is exposed, but hiv I don't think you can get while wearing a condom.

There are some diseases that it has a good chance of preventing, though it is not 100%. HPV and herpes are rampant, and HPV (genital warts) often times has no symptoms until much later. These diseases can definitely be spread even when using a condom.
