Difference is Cell is not human so his base defences are probably still very strong, since his body is probably a thousand times stronger than a human one (much denser muscles and bones, for one), and he got some absurd regeneration on top of that. Goku is fighting Frieza, while he is fighting Frieza he keeps fluctuating his power between, say, 30% to 90% (this is how much Ki he continuously expends, 100% being the maximum he can fight at, NOT his total Ki reserves), this because Ki is not infinite and he does not want to run out of it like Frieza eventually did. Now when he is at those levels, his Ki protects him, whether it's passive or active we don't know, but it's fair to say it is passive, which means he does not need to manually raise or lower his Ki around his body to tank blows, but he will need to up his consumption of it to take stronger blows. Imagine Ki being like a shield or armour around him, when he is down to 1% it is much weaker than when he is at 30%.
Now, when Goku is not fighting, there is no reason for him to even stay at 0.0000001%. Because he is so cocky, he goes down to that level in front of Frieza, at which point he isn't that much stronger than a normal human.

Sorbet was not a grunt, he was the general who took control of Frieza's army in his absence. And he put a specific emphasis on advancing their technology, like with the new healing tank. Throughout Dragonball, that difference has been made apparent. How have you watched all of Dragonball and not have realized that? This wasn't a "bullet" though. It was a laser ring used by the commander of Freeza's army. Common soldiers with a PL around 1000 still use laser guns. This ring has to certainly be stronger than that at least.

Man, I really think you're taking Whis' comment the wrong way. When he said relax, he didn't mean that Goku relaxed his ki or somehow made his body vulnerable through ki. He just meant that he relaxes to the point of being caught off guard.
A powerful warrior who is caught off guard is always vulnerable to those sharp ki blasts. However, no matter how sharp a ki blast is, someone who is extremely powerful can deflect, catch, or I guess concentrate his ki so much that the sharp ki blast doesn't affect him.
For example, Trunks sword was acting like a sharp ki blast because he put his speed and ki into the sword as he swung it. Had Goku not been aware of the fact that Trunks would swing at him, he would have died. However, he knew Trunks would swing it at him so he concentrated his ki onto his finger so the sword could not pierce his skin.
Being powered up makes no difference when it comes to sharp ki blasts. It's not like they're skin is automatically "hardened" as they get stronger.

Here's is the actual explanation as to why the laser hurt Goku.
People keep asking why Goku lowered his power so much, and the explanation is given on his fight against Ginyu. Goku uses his power in bursts, meaning in a couple of seconds he elevates his power to the max to attack and defend, but when he isn't attacking or defending he lowers his power to the minimum to conserve energy.

The entire point of the movie is that Goku and Vegeta still have flaws that they need to get past, and the movie addresses and shows these flaws very directly. The movie establishes their issues so they can learn from it and get over it. Goku is always fighting in increments, going "Well I was only using 20% of my power anyway", even when he was fighting Beerus while using a time limited power up. He gets retarded at times in different ways.
Even if Goku logically knows he shouldn't let his guard down, he still gets arrogant when he thinks the fight is over, since his personality is very loose.
Vegeta's flaw is that he's uptight, which slows his reaction speed and makes it so he's always inside of his head thinking too much.
They both have the opposite flaw
