I miss the times when injuries actually mattered in JoJo. In parts 1 and 2 most battles ended after a few well connected hits, and both JoJos had to recuperate after getting fucked, Zeppeli had to sacrifice himself just to keep Jonathan alive. In Part 3 Avdol and Kakyoin had to be hospitalized for a long time after being injured in battles, Joseph 'dies' from a single knife wound.
Then Araki got lazy and just started having magical healbots to explain how everyone shrugs the most cruel damage in the next frame

Okay, been rereading Part 7, and I've realized a few things:
1. Wekapipo and MM are the two coolest non-core (IE gyro, Johnny, Val, SS, Lucy, HP, Diego) characters by a huge fucking margin.
2. It is fucking criminal that Wekapipo wasn't in ASB and (presumably) isn't in EoH. The guy has a full fucking moveset, really cool gimmick, and most of all, is not only a recurring character with several fights but an incredibly likable, relatable, honorable antagonist who becomes an ally. I don't understand.
3. Why in the world am I supposed to dislike Magenta again? The dude looks awesome, has an awesome stand, fights in an interesting way, and in general doesn't seem to be particularly offensive in any way. And yet the story shits on him like he's repugnant scum. Sure, he has a shitty attitude, but there's been so much worse over the course of the manga.
Finally, what goes for Wekapipo basically goes for Magenta to a lesser extent - the dude actually has great potential to be in ASB or EoH. Between all of his guns (revolvers, shotgun, more if I remember correctly), the way he used dynamite, and his really unique stand, he actually has enough to be playable in either of these games. It's kind of sad, he could be really interesting.

Depends how their time stops interact with each other. Can both of them move in the other's stopped time? Since their time stops are different in nature (coming from different sources of power) it could be argued that neither of them could move in the other's time. It could also be argued that, since DIO has been shown to move in another's time (Jotaro) and Homura has not, only DIO could move in Homura's time and not the other way around.
Homura has been shown to stop time for much longer than 9 seconds. She's also got a large arsenal of weaponry that could definitely cause some serious damage (RPGs, grenades, etc.). She also has the ability to turn back time, though i haven't seen that used in any situation outside of starting at the day she met Madoka.
DIO has regenerative powers making him hard to kill, and he's fairly fast, maybe faster than Homura? He's also got a powerful stand with high destructive potential, speed and durability. Regular bullets have been shown to be all but useless against him, reducing Homura's arsenal down to explosives, which only seem to activate in real time, meaning even if DIO can't move in Homura's time, her main offenses are avoidable.

I think that since GER operates outside of Giorno's control with a cosmic perspective, it would likely allow the universe reset to happen as Giorno is in no danger. Only individuals killed by Pucci, a la Jolyne and Jotaro and crew, get new souls in the new universe. People 4000 miles away in Italy would be unaffected unless Pucci decided to take them out too in order to control his destiny even more.
