I think what you could do is post more reference pictures; the original portraits of the characters and the position you want them fucking, for instance. Also, the fact you want propaganda posters in the background and a "conversion camp" place makes it seem like the request is a lot; it sounds like you want a full-colored piece with two subjects and a background, as well as possibly foreground, hence drawfags like myself are turned off from fulfilling it.
I am not trying to sound rude or anything, but, summarized, I think you should tone-down your request, add the original portraits for both character from in-game, and put a reference pic for the position you want.
