It's not. The vespa from the show is there but the girl on top of it isn't from flcl at all. The artist just drew it in the same style.

If you visit the danbooru result, you're pretty much guaranteed to get the source (at the bottom, ctrl+f "source"), or at least the name of the artist (ctrl+f "artist", the result is in dark red letters).
