How can I make GTA IV run perfectly (if not better) on PC in

create an offline account in gfwl, be careful what you click or they will trick you into making a main account because they're Jews and want your personal data.
Also do NOT make a rockstar account. It's completely unnecessary and a few months ago all personal data of the people with an account there was leaked on 8gag's /b/ board.
