My recommendation for a PC based tracker is Deflemask. It's easy to use, tracks for multiple systems and is on Mac, Windows and Linux.

Before you start you should be aware of how difficult the C64 is compared to other systems. It only has 3 channels but the features such as filtering and changing waveforms on the fly really make it way more advanced in my opinion than anything older than the 90's FM chips. Good luck!

OP, are you just trying to make music that has the sound of a C64 sound chip or are you actually trying to make music that would actually be able to be played with that sound chip?
