So im trying to build a budget Gaming PC, anyone know what this is capable of? and or if this will even work?

I wouldn't trust that power supply as long as it would stay in shape under the tread of an Iosef Stalin II tank.
I would not pick that RAM OP. For a "gaming" PC, 4 GB is not enough. I'd go for 8, but depending on the budget you may keep it 4 for a while.
I'm not really satisfied with the 950, admittedly I have a 970 and got baited by the 3.5 memory issue, but it works wonders for me (i7 4790, gtx970 OC, 16 GB RAM).

All modern dies are modular, so the ones with birth defects can turn the damaged modules off and be sold as a lower-end part instead of having to go in the trash.
