just anime, like dragonball Z and pokemon and stuff. I've never tried stuff from this list because I hate anime too much, but I've always heard some of that stuff is essential cyberpunk.
I love Heavy Metal, the whole movie not just the cyberpunk part, but I don't think it's actually Japanese anime, but if cyberpunk anime has the Heavy Metal vibe, I might could do it.

I think to get into any medium you need an open mind and I'm sorry to say that your post doesn't really show indication of that. You know Dragonball Z and Pokemon aren't representative of the medium in any way.
But ok, I guess maybe the best way is just to hop in and experience it for yourself. Check out Ghost in the Shell, Akira and the tv show Serial Experiments Lain. In some sense these are the most iconic and I think are a good place to start.

You might want to watch ghost in the shell stand alone complex first I think its the most accessible
The movie is good too though
Cowboy bebop is more space western than cyber punk but it has a few cyber elements it also has one of the few dubs that are better than the original so you can watch it in english
Akira is pretty interesting
psycho pass is one of the newer animes with cyber elements
