I'm looking for a monitor for my laptop and my programming board. HDMI is necessary, but I was also hoping for cable input too. Max price is $75 though if it's amazing I can do $100.

You will be hard pressed to find a normal, new monitor with HDMI for under $75.
I'd suggest checking local craigslist for a monitor or tv with an HDMI port.
TVs can often run cheaper, and even 720p tvs will have an HDMI port pretty much guaranteed.
In short, a used TV is probably the cheapest way to go.
