It gives me the message that my ip/isp is blocked. I've tried several vpns on chrome. Hola, tunnel bear, Gom and their ips were all blocked as well.

you're outa luck. all known vpns/proxies/tor exit nodes are blocked (thanks to /b/ postings of illegal content using those ips). get another isp is the only fix.
