what level are we talking about?

almost every free video software has FFmpeg under the hood. it's quite powerful, but not very userfriendly (command line tool).

if you want a GUI, Avidemux is a lightweight non-linear video editor for all your basic stuff.

if you need complex editing with multiple layers and tracks there is really no way around Blender. yes, the 3D modelling software. it has a very powerful video editor built in. sadly, the usability is abysmal. if you want to get into it, start right with video tutorials on YouTube. otherwise chances are, you won't even be able to open the right interface in Blender to get to the video editor.

if you're not set on actual free and open software, but you just don't want to pay and stay legal - i believe Lightworks (yes, the professional editing software some actual hollywood movies are made on) has a free version. caveats: enormously complex and the free version has limited video output (very few codes, not all resolutions afaik).
