Mononoke obviously. It depends on what you're looking for, in general, but that show's meticulously designed around being a series of more-or-less stills, all of which are stunning. Can't think of anything else made like that.
The Patlabor movies as well as the GITS movies. Although you should watch the Patlabor OVAs before watching the movies.
