There's a lot of great manga, but I don't think there's any good adaptations.

But if manga is OK:
Shonan Junai Gumi (GTO is its sequel)
Rokudenashi Blues (It's got some OVAs, but I haven't watched them, so I can't recommend them)
CROWS and WORST

These look pretty good, I'll have to try and take a look at them sometime.
I would really love to just see a one season anime about two delinquent mobs just fucking a town up with their fighting. It seems like it'd be a great premise.
