resize to 400% size on both axes
save as .gif format
or resize to 33% then to 300%, whatever works
I could make it a bitmap if you want, which is literally a 2D array of which pixels to be on (white) or off (black).
I need to know. Why do you need this? That is my worksafe request.

A monochrome (1 bit) bitmap is, yes. However, bitmaps can have higher numbers of bits per pixel, such as a high-quality 24 bit bitmap, which is MS Paint's default bitmap option. 4chan doesn't allow the posting of the .bmp format, so I had to convert it to .png. This is the monochrome bitmap, though.
