What was that JPEG Degrading Website?

I saw this on /co/ the other day. I'm away from my home computer.

I can't remember what website it was that would degrade jpegs through artifact. For some reason can't think of the right search terms either. Only have found programs and plugins, not the simple page where you upload files.

Also, /wsr/ is a really great idea. I don't always want to sift through requests for cum shops and porn.
