Your current biggest bottleneck is your primary hard drive
Get an SSD and reinstall windows onto it.
Also, you should update to windows 10. It's free and superior.

Yeah I just installed windows 10, I had it before but I reset my pc due to performance issues and random shit taking up my space.
But besides the hard drive I want to improve my performance would that help?

I can run most games pretty good quality but I want a little something more for those big games such as Battlefield.
So for games like that I get frame rate drop and lag.

yeah 7700 series is getting pretty old.
if you want to stay with AMD try for the r9-380 series.
I hear nvidia has better performance for the same price point, though.

The WEI is outdated and not even available in windows 10.
Look up graphics card comparison charts for some real data. I know the 380 series is much better than 7700
