I'm not too sure what 6c) means in "the sum is over all i and j from 1 to 2n+1 such that i<j". Would that mean 1 is the smallest i, or 0 if its taken as j Also being. Lastly, what would this sum look like? Would it be something like w^3 +w^5+....+w^4n+1, or something else? Thanks in advance.

Its the sum over i,j where 1 <= i < j <= 2n+1.
You get a double sum (the sum for i=1 to 2n and for j = i+1 to 2n+1, sum all rows):
i=1: w^3 + w^4 + w^5 + ... + w^(2n+2)
i=2: w^5 + ... + w^(2n+3)
i=3: w^7 + ... + w^(2n+4)
...
i=2n: w^(4n+1)
