I downloaded RPG MAKER VX ACE from this site: http://www.rpgmakerweb.com/download/free-trials/trial-rpg-maker-vx-ace
How can I open the BIN file (pic related) and install the thing on my computer? Also, when I try to open the Setup application, my computer says "threat detected". Why is that?

the application will use the bin, you're not supposed to do anything with it, and your anti virus sees it as a threat. it's probably a false positive the website looks mostly legitimate, they have active rpg maker forums, it should be ok.
