Fantasy Victorian (flying ships are starting to become a thing, flintlock pistols exist)
They're heading up to this land in search of one of the Divine Crowns in an attempt to challenge Duke Yarsben's unchallenged claim to the seat of ultimate power in the land, seeking to become the next Divine Emperor. It's said that one falls from the heavens when the Divine Emperor dies, and it will find it's way into the hands of he or she who is chosen by the Gods themselves. However, the party knows the one that the Duke has is fake but they cannot prove it, so they are trying to get the real one so they can stop him from assuming the throne and using all that power to do whatever dastardly and evil things he desires. He has already sent assassins after them since he knows of their plot, but cannot personally intervene upon them since he has to maintain a political figure now.
It's anime as fuck and everyone's having a good time.
Hmmm, I don't have any images of dragon girls wearing attire of that era. Most are nude or dressed skimpy since that would be easier for them seeing as scales can rip light and wings get in the way. I'll post some more stuff you might like and then be on my way.

Think mickey mouse's broom fiasco, but with clockwork golems armed with guns. The most popular of the sort can sometimes be seen in the most wealthy of homes, clockwork butlers capable of cleaning, cooking and taking care of their masters, fully obedient and civil (for now.)
