what is good purchasable recovery software (for deleted folders on external harddrive?)

GetDataBack is quite good.
It lets you save your analyses, so you only have to scan the drive once.

Recuva is pretty good, and it's free

EaseUS is the one I always used at my tech support job. We weren't supposed to use any software we weren't licensed for, which ruled out everything except fucking McAfee. Didn't stop us, though. Unlicensed software did the job better than the licensed stuff.
On a tangent, best virus removal routine I've seen is ADWcleaner > JRT > Malwarebytes > Hitman Pro > Revo Uninstaller > CCleaner. Used that at work, too. Never encountered a virus issue it couldn't fix, short of Crypto.
