Try a different PSU if you have one laying around

Sounds like a pretty common issue with power supplies.
Open it up, and if when you click on the power button, you can see the CPU fan moving just a bit, then it's most likely this issue, which happens when the electricity is unstable and blows shit up inside of the PSU.
Plug it in and give it an hour or two, and then it should power up. Though of course, that's a temporary and unacceptable solution - the only one would be to get a new power source.

Disconnect these for starters because it looks fishy, also make a better photo. Put something under your phone so it doesn't shake or use some other light source
It should have come with a shitty speaker you plug into the motherboard
Plug that into the correct place, hit the power button, and see if it beeps
Google the beep numbers and timing
If it doesn't beep, you should make like the computer and fry yourself
