Your PWR_ON is shorted to one of your PCIe power detect lines. This causes it to be permanently grounded whenever the PCIe power connector is plugged in, because the card shorts the detect line to ground, and no-card doesn't.
Confirm this by hooking your card up through a molex/sata-pcie adapter.

OP here. I reseated everything, pc booted up normally. after about an hour of light use, it shutdown, and refuses to turn on (powers on and immediatly turns off). I'm pretty sure it's psu
