Trolling aside, the monitor is pretty much fucked. Something is throwing the display out of whack: either the LED's themselves are busted or the cable connection is tearing/fraying/messed up, and fixing it is more expensive than a new monitor.

is it right down the middle? check your monitor menus for a color engine or some shit like that and see if it's been enabled
