I've been trying to factory reset this garbage windows 8 laptop to give away but every time its attempting to reset it stops and says there was an issue, I've tried command prompts didn't work, not sure what else to do

It is a Samsung and yes I have and windows updates are not working either
I had the same problem before. This is what worked for me. Torrent windows 8 and manually update it, there are tons of YouTube videos how, after manual update then factory reset.

It's only piracy if you use a counterfeit key or crack the activation.
If you torrent a genuine Windows ISO then use your legit license to activate it correctly, that's not piracy.
