So im trynna chop and screw some old memphis shit on FL Studio. How do i use fruity parametric eq 2 to bring in the bass at a later point in the song that isnt the beginning? Also, how do i slow down the tempo correctly so that all the lines match up? I guess i just gotta find the tempo of the whole song right? How would i do that then?

Shut that mouth of yours man the only slang i used in that whole sentence is using shit instead of some other word. If the entire sentence all of a sudden doesnt make sense because you cant figure out how to associate shit with the rest of the sentence then fucking slit your throat.
Chopped and Screwed is a style where you slow down the tempo of a song and add dj effects and/or add some more patterns to the song.

You can create an automation clip of the slider highlighted in red in the image. Right click the slider and create an automation, then adjust the automation however you please
I'm sure you can mess around with the other parameters, but that's the bare bones way of increasing the bass
