Also I should mention that most of the timezone conversion on public websites is usually done with client-side Javascript instead of server-side scripts (which is totally doable with your IP, but not many even bother). Disabling Javascript in your browser can either just fix your issue and nothing else, disable some website features, or completely destroy it leaving only an empty white page.
