Yes BUT that's not important when playing vydia on a budget, the GPU is. The fan is to overlock it a little (maybe 4.6GHz). It's a much better choice than an i3 because it's cheaper and can be overclocked.
I could have recommended OP get a non-overclocable i5 like in the build he posted but that would have meant he would have had to settle for a weaker GPU (ie r7 250).
Point is R9 380 + 860K > non-k i5 + R7 250
OP's pal is not running gonna run a server or do 4k HEVC encoding on his desktop (I assume) so the 860k is good enough.

In addition an 860K gets frighteningly somewhat close to an i5-4460's multi-core performance if you can overclock it to ~4.6GHz. The i5-4460 has a locked multiplier btw.

Fugg, my mistake, I guess his build is better then. Should have read the thread first but instead jumped to conclusions.
However my build goes down to $535 with discounts and has 1TB of storage so maybe OP should still consider it.
