If experimental Japanese games are your thing check out the Japanese ps1 library. During 5th and 6th gen the PS1 and PS2 received a lot of bizarre and "artistic" games. Most famous of these kind of games is LSD dream simulator by Osamo Sato, he developed a bunch of surreal experimental games.
For 4th gen check out live-a-live, gaia trilogy (soul blazer, illusion of gaia, terranigma), umihara kawase, and earthbound. All of these are snes/sfc games. Nothing experimental/artsy comes to mind for the genesis,...
