Depends on how good it is and how many hours I'd get out of it.
I spent 200 on Windjammers on MVS, but that game is one of the best arcade vs. games of all time, and it would provide my friends and I hours and hours of entertainment.
I think that's the most I've spent, on just a straight up "game", but I did buy Steel battalion and an xbox for like 300 bucks.

Lack of creativity is probably the answer. Unless you consider games like devil may cry and god of war as the evolution of the genre.

Nice meme. It's not the 90's anymore, you can get like 6 hours from those AAs. Obviously that's still not as good as the classic Game Boy but it's still fairly respectable, about as good if not better than a 3DS as long as you get rechargables.

I liked the futuristic setting less than the one in SMT1 and the story can be silly at times -Daleth, please. There are still a lot of awesome or creepy moments in this opus.
The UI and demon recruitment/fusion is a step up from the first game, so there's that.

No hardware sprites/tiles meant everything had to be done in software, which meant shit framerates. Jazz Jackrabbit was the first PC platformer than ran at 60fps, everything before that is garbage.

The short answer is: PC's were intended as business and productivity machines. Things like scrolling and audio weren't really meant to be implemented.
As time went on, most PC users would still just be re-purposing older productivity hardware for games, so it took until the NOT RETRO era before PC's finally surpassed consoles graphically.
Because cheaper microcomputers were still a thing.
