Fix it. Find some way to make these legitimately interesting outside of collecting. The game has these things just under Legendaries in terms of importance.
Fuse them all together into either a swarm hive mind legendary or a conglomerate golem legendary

Making them evolve into a useful Pokemon is a cheap way. Make the Unown itself useful, don't make it become something useful.
