It's their gimmick. As the generations progress, the Pokémon designs become more and more detailed and complicated. These would literally have been impossible to make in Gen 4. Solgaleo and Lunaala's "LED heads" are just for show. It's "fancy".
This image looks terrible but what do you think about Litten color-swap? It's mainly orange now like most of the other fire starters.

Both Johto and Sinnoh had at least 100 Pokemon each, and they had Pokemon returning.Though I wouldn't be surprised if we had less than 50 Pokemon and like a hundred new Megas.
