HP is mostly relevant for melee. Yeah, it makes life easier for others as well, but a well-built and decently piloted tank shouldn't be getting hit because you can just erase the opposing bullets from existence. Try out a triplet with max guns, it's like cheating and you can just drown out everything with a beefy stream of anal carnage

Health also regenerates to full every 30 seconds you don't take damage, and if you have 5000 HP that can mean an effectively higher health regen than the guy who has 1000 HP and passively regenerates 25 per second.

Penetration lets your bullets travel through anything, and quite often you can hit the same target twice with one bullet, dealing double damage. It's the first thing you should level up.

There were more classes that were supposed to branch off sniper but they didn't make it to this update, so that's why there's really only one other class which looks almost like a sniper.

It's more difficult nowadays to use Overseer than before.
Keep drones close to yourself and only let them go far if you're certain nothing won't sneak up on you or trying to kill someone. However, drones are really slow and just shooting back at you is enough for enemies to propel out of your range. So you have to be sneaky yourself, but this still won't be enough sometimes.
Drone Screen for defense. Let the drones take the bullets for you. Unfortunately, overseer had a huge nerf some weeks ago that reduced it's total drones from 12-8 at Lvl 45. This significantly hinders its defensive since it can't survive against bullet spam anymore.
Rammers are your worst enemy. Takes zero shits from drones since it's faster than them and can one hit slam you effortlessly. DO NOT EVER ATTACK A RAMMER OR THEY WILL FUCK YOUR SHIT UP. Set up drone screen and play defensively. It'll end up as a stalemate and you'll eventually both go separate ways.
Pretty much, you're playing a handicap with overseer. You can't even run away either since no propulsion from bullets. If you plan to go overseer, prepare for struggles except against low levels. Then again, everyone's a better low level bully than overseer
