Blood Dragon was the devs blowing off steam and just fucking around and deciding to sell the end product.
Primal is planned and preplanned, and focus tested and generally developed like any other AAA game today is.

Fast forward to SJW age, Hotline Miami comes out and gives a huge push to the whole neo80 thing
