They thought they found something a while back, still having issues with dumping games, running them, etc. They only managed to get a PSP exploit that was easily patched.
Everything is encrypted, its really expensive to get it hooked up to a PC to tinker with (as im sure many of it bricked the system), the memory cards limit tampering with system data. Also, I think Sony is aggressive with Cease and Disist, considering the guy that hacked the PSP initially was sent to trial I think?
At this point, you can't even dump a Vita game, only "share" it through some elaborate system that costs too much.
In any case, I think they did a good enough job with the security which ensures it gets localized titles.

No it wasn't. The dual screens didn't do anything on the 3DS version because it displayed the same thing on both screen, and you needed to pause to activate items, similar to the Vita version.
Furthermore, the Vita version has 3 save slots vs. the 1 on the 3DS, no save deletion bugs, soft locks or crashes present in the 3DS version, better visuals, better sound, and no framedrops in some areas (like inspecting the botanical gardens).
Even the other cross platform game, Conception 2 by the same dev, ran at 60 FPS on the VIta, versus 30 with drops on the 3DS.
I imagine the next Zero Escape is going to be similar in that its a no brainer.

I guarantee the choice of using proprietary memory cards on the Vita had something to do with the rampant piracy on the PSP. Piracy didn't kill the Vita, but it shaped some of the more unseemly qualities of it.

VLR never received a patch. 3DS games rarely get patched unless they have heavy online support or are made by Nintendo due to their way patching works.
Furthermore, this was an inserted "hotfix" to prevent saving in puzzle rooms to not delete saves. It did not, however, fix the soft locks or crashes that were involved with the dice puzzles for example.
