The part that confuses me is people trying to attack at range. You have a charge move to close the gap, why do you need the do damage at range? The only frustrating thing to do is when a character can basically just walk away from me and the drop off will save their lives; however she really isn't designed to kill but to disrupt. I'm excited to see a buff for her because I haven't really seen her in a terrible situation so much as she has been difficult to excel with.

I think the issue isn't trying to attack at range, but when attacking as her you suddenly slow to an absolute crawl and while everyone backpedals away, it becomes ranged or you die from them out gunning you completely

Yeah, pretty much this.
She's supposed to use her defense matrix intelligently to defend herself and her teammates (which will be made much easier with the upcoming patch), and if one focuses more on trying to dish out damage, she won't be able to defend as effectively.
The upcoming buff really does improve her in a way that'll make her way more useful in the way that she's intended to be. Not by dishing out more damage, but by being a much better harasser and a much better actual tank. If you want to do damage, pick Genji or McCree.
