Caius. He was the big surprise in a game no one thought would be any good. Still wish they would've just cut out all that Lightning shit and Serah and pretty much everything related to XIII and made it their own game while fleshing out Caius, Noel and Yeul much more. Vayne's plot literally got screwed over by his 13 year old brother. And his most effective way out of that fact was going steroid mode for no real reason.

A/Ultima as well, I suppose, with what despite being killed (again), she sort of still managed to screw over the world twice. Not apocalypse degrees, but she managed.And Marche won, too.

My personal favourites are Exdeath, Kefka, and Vayne. I'm not sure which one I like the most. I think the compression actually happened because the only way to reach Ultimecia was a way to get into the future - which didn't seem possible so all the times had to be fused together. It wasn't Ultimecia herself that compressed the time iirc.

Kefka. He grew in power alongside you and started just as weak. First you laughed at him, then with him and at the end only he laughed anymore. He was a villain completely justified by his insanity, yet he wasn't thoughtless either. This mix is an important quality. In addition he was thoroughly despicable and entertaining the whole time. There was not a single moment after a while in World of Ruin that the words "Fuck you, Kefka!" weren't on my mind, yet I couldn't wait to see him again even then.

Exdeath is kind of an odd one. On one hand he's a really shallow, one-note villain.
On the other hand the game goes to great lengths to make him seem scary as hell; he sucks the joy out of every scene he's in, and I mean that in a good way.
Kefka DID have a reason for doing everything he did. It wasn't "HIS" reason though.
He was a normal guy until the Empire conducted magic research on him, and it totally fried his mind. After that, he didn't a single fuck about anything and it gave him power. So what do you do at that point? Become God.
