Most people who bought an Xbone aren't building a gaming PC to play Gears 4. Spencer's explained it before, a lot of people on console will never build a PC, and a lot of people on PC will never buy a console. They must have realized it wouldn't hurt sales to release their published games on both platforms.

It's a win-win, really. PC revenue has been soaring lately and anybody capable of getting into it would be stupid not to. It's not a win win, you either take their shit console or their shit OS, and before you start in about windows 10. Let me tell you that it's not bad because of privacy concerns, if you own a cell phone from the last 9 years then you have no privacy of any kind.
Windows 10 is bad, so bad that they have to offer it for free and make all the xboner games windows 10 exclusive (how long will it last given how terrible live was). Windows 10 might possibly be the worst iteration of windows to date and it's one they intend to eventually drop into subscription base. There are no more good minds at Microsoft that's why everything was designed to look and feel like an excel spreadsheet mixed with a powerpoint presentation. There are 6 right click menus all of which have no consistently between each other. Try to make a drop down menu for your system settings, try to make sense of the system settings, try to turn off half the shit, you cannot uninstall certain apps without forcing it through powershell, bandwidth eating, forced updates (microsoft has fucked up their servers before and this had lead to some very bad past results history repeats itself). Worst offense is that they want exclusivity to DX12 when in fact it could have been an update rather then slinging it behind a shitty OS that eats bandwidth and ruins SSDs with constant write cycles. Windows 10 is plain fucking bad and they want to primary that shit by breaking their own contracts and pulling extended support back sooner then initially stated to 2020 for windows 7 and 8.1.
They can't hire any talent anymore so they can't afford to put time into another OS anymore. Microsoft is a cluster fuck of a company also with lots of in fighting now resulting in hostile work conditions to where nothing gets done without someone shitting on the guy in the cubicle next to them. Thank to everliving fuck that defender is ran by an entirely different team from the OS development and design.

Because both, Sony and Microsoft see the PC as non competitor. People who own a gaming PC are not likely to own a console aswell and vice versa. For microsoft that means that games they fund as xbox one exclusives sell less than games they put on windows 10/xbox one.
