Technically it should be released now as it is indeed July 18th in the PDT timezone. I think we're just dealing with a Japanese dev that doesn't understand Steam. I mean they didn't even understand how to input the release time so that it was actually going to count down to release.
My guess it'll be released at the usual Steam update time of 10am PDT. Which sucks as it's a while from now but at least it's going to release.
I assure you, a bunch of us in the US also get annoyed at Valve using Pacific Time for the majority of releases, despite most of the country not falling in that time zone, or using it as a reference point for anything.
