Dishonored isn't on of the games I'd make the "designed around" argument about. Navigating the world without powers outside of outsider sections is a challenge, yes. You're handicapping yourself.
That said, you're still entirely able to do it and having done it, it wasn't so bad take the stairs more often. The games got some verticality to it and willingly tossing aside your tools to navigate the world as most NPCs to suit your hatred of the mechanic strikes me as a weak argument.

I am actually surprised how much I learned about the levels when I played it like a regular Thief game. There are so many clever ways you can enter buildings and solve the mission.
